Prime Retirement Solutions, LLC is owned by Scott M. Feit, CPC, CPA who is involved in the daily operations of servicing clients. Our staff is extremely well educated and versed in pension law and compliance issues. Prime has several actuaries on staff. All of our actuaries have been involved in the design and administration of qualified pension plans for 10 to 40+ years.

Responsive

Our clients, and their advisors (accountants, attorneys and investment professionals), are encouraged to contact us with any input or questions without any additional fees. Prime clients can expect timely responses to any questions. Our staff is extremely well-educated in pension law and compliance issues.

Knowledgeable

Ongoing education is required to keep abreast of frequently changing complicated pension laws and regulations. Our clients receive completely unbiased advice from a team of professionals because the Firm does not sell any products which could cause a conflict of interest.

Independent

Our fees are based upon the type of Plan and the number of Plan participants, and are completely independent from the level of Plan assets. We don't charge time based on client questions or feedback. We work for you, but we also work with you.


Our People

David Strom

David W. Strom, QKA, QKC, QPA

David leads Prime Retirement Solutions, LLC to provide high quality, cost-effective services for our clients. He is a creative retirement plan expert who designs, consults and administers qualified retirement plans for profitable businesses and non-profit organizations of all sizes. He specializes in cash balance plans and pension plans to provide for enhanced tax-deferred retirement contributions for partners and shareholders of closely held firms. David communicates the complex technical rules of qualified plans in an understandable and down to earth way to put his clients at ease. David is a member of the American Society of Pension Professionals and Actuaries (ASPPA) and has the Qualified Plan Administrator (QPA), Qualified 401(k) Administrator (QKA), and the Qualified 401(k) Consultant (QKC) designations.

He attended UCLA where he graduated summa cum laude.

Scott Feit

Scott M. Feit, CPC, CPA, QKA, QPA

Scott Feit, a Principal of Prime Retirement Solutions, LLC, has many years of experience as a pension consultant, designing, implementing and administering thousands of corporate retirement plans.

Scott is a member of the American Society of Pension Professionals & Actuaries (ASPPA), he is a Certified Pension Consultant (CPC), Qualified Pension Administrator (QPA) and a Qualified 401(k) Administrator (QKA).

Scott is also an Enrolled Retirement Plan Agent (ERPA). As an Enrolled Retirement Plan Agent, Scott is allowed to represent companies before the Internal Revenue Service on retirement plan matters.

Scott has written and published an article for the New York State Society of CPAs, “Should a 401(k) Plan Be a Safe Harbor 401(k) Plan?” (The CPA Journal) – Google “Scott M. Feit” for a copy of the article. Scott has lectured extensively on 401(k), profit sharing and pension plans. Some of his lectures/seminars included:

  • “Retirement Plans” for over 100 members of the New Jersey State Society of Certified Public Accountants. This seminar included a 59 page presentation, written by Scott, on 401(k)s, Roth contributions, profit sharing allocations, vesting, testing issues and tax deductions.

  • “Roth 401(k)” to employees of some large investment firms.

Pam Jimenez

Pam Jimenez, QKA

Pam Jimenez has technical expertise with non-discrimination testing and plan administration for 401(k) and Profit Sharing Plans. She received her Qualified 401(k) Administrator (QKA) designation from the American Society of Pension Professionals and Actuaries and is also a member of the Western Pension & Benefits Council.

Emily Nugent

Emily Nugent

Emily Nugent handles all distribution and loan processes for Prime Retirement Solutions. She has over a decade of experience in the industry. Emily greatly enjoys building positive relationships with our clients and participants while helping them fulfill their goals. Emily graduated from California State University San Marcos with a Bachelor's Degree in Business Administration, focus in Accounting. In her free time, Emily loves practicing yoga, baking and learning new things.

Chelsey Evens

Chelsey Evens, a senior pension administrator, has several years of experience in employee benefits, human resources, payroll management and pension administration. She is currently working towards her ASPPA credential.

Heather Lang

Heather Lang

Heather Lang has over ten years of experience with retirement plan third party administration. She is a pension administrator with expertise in 401(k) Profit Sharing Plans. She also provides customer service and consulting for Defined Benefit Pension Plans.

Theresa Winkler

Theresa Winkler

Theresa Winkler has more than 30 years of experience in ERISA and retirement plan law. Her expertise includes document drafting, research, and compliance review for 401(k), profit sharing, money purchase, defined benefit plans and cash balance plans. Theresa previously worked as an ERISA/Employee Benefits Paralegal. Her background included assistance in drafting the vendor level pre-approved documents that were submitted to the IRS for an Opinion Letter. In addition to providing qualified plan document services, Theresa also serves as a Compliance Specialist. As a Compliance Specialist, her duties include researching corrective actions available to plan sponsors to fix qualification errors, completing and submitting applications under the IRS Employee Plans Compliance Resolution System, the Department of Labor’s Voluntary Compliance Program, and the Voluntary Fiduciary Correction Program. Theresa earned her bachelor’s degree in Paralegal Studies from the University of Mount Saint Joseph in Cincinnati, Ohio. In her free time, Theresa enjoys spending time with her husband and their adult children.

Kason McArthur

Kason McArthur, EA, APA

With more than a decade in the retirement plan field, Kason McArthur’s expertise includes traditional defined benefit, cash balance, 412(e)(3) fully insured, 401(k), profit sharing, money purchase and “combination” cash balance/401(k) profit sharing plans.

Kason started his career as an analyst working on large defined benefit, non-qualified and health and welfare plans in Milwaukee, Wisconsin. He also served as an intern for a large employee benefits company’s Paris office, working in the international department. Most of Kason’s experience is with the design, administration and actuarial certification of smaller defined benefit and cash balance pension plans ranging in size from one participant to 600 participants.

Kason graduated from Brigham Young University with a major in actuarial science and a minor in mathematics. He is an Enrolled Actuary with the ability to certify the required government forms for defined benefit and cash balance plans. Kason has also earned his APA designation from NIPA and is a member of ACOPA.

Quentin Ngo

Quentin Ngo

Quentin Ngo has many years of experience in the retirement planning industry. Prior to joining the firm, Quentin worked with a handful of third-party plan administrators to oversee pension plans, handle plan audits, and work closely with financial advisors and business owners to analyze actuarial valuations. Quentin is passionate about helping people prepare for retirement, and ensuring his clients are utilizing the plan most suited to meet their needs and long term goals.

Quentin earned his Bachelors degree in Statistics and Astrophysics from the University of California, Berkeley.

Rick Butler

Rick Butler

Rick Butler has been working for the firm since July 2019. He has worked with employer sponsored tax-qualified retirement plans since 1996. He is primarily focused on defined contribution plans. Rick has extensive experience in all aspects of administration including plan document preparation and plan design, participant communications, governmental filing preparation, nondiscrimination testing and contribution calculation. Rick also has significant experience with both the Internal Revenue Service’s and Department of Labor’s correction programs.

Rick earned a B.S. in accounting from the University of Kentucky and his juris doctorate from the University of Dayton School of Law. He is a member of the American Society of Pension Professionals and Actuaries (ASPPA) and has served on ASPPA’s Education and Examination committee. He is a Certified Public Accountant and a member of the Kentucky Bar Association.

Jeff Ziegler

Jeff Ziegler, QKA

Jeff Ziegler has over 15 years in the retirement industry working with participants, plan sponsors and brokers. He enjoys helping plan sponsors maintain a quality retirement plan that is easy to administer and keeps in line with their goals.

Jeff earned a B.A. in Economics from the University of Kentucky. He is a member of the American Society of Pension Professionals and Actuaries (ASPPA) and holds the Qualified 401(k) Administrator (QKA) designation. He won the Martin Rosenberg academic achievement award for the 2021 QKA examination.
